IMPROVING ORGANIZATIONAL AND ECONOMIC MECHANISMS FOR REDUCING REGIONAL DISPARITIES IN SMALL BUSINESS DEVELOPMENT IN THE KASHKADARYA REGION

Abstract

This article examines territorial disparities in small business development and provides a rationale for existing place-based support measures. Using official data for 14 districts and two cities in Kashkadarya Region, it compares the number of active small enterprises and microfirms with the permanent resident population as of January 1, 2025, and January 1, 2026. The key indicators calculated include enterprise density per 1,000 residents, its rate of change, the coefficient of variation, and the standard deviation of log enterprise density. Over the study period, enterprise density increased in all districts, while the coefficient of variation across territories declined. However, excluding Kukdala District, given its relatively recent establishment, substantially reduces the magnitude of this decline. The article proposes a two-stage support framework: an initial selection of territories based on both the level and change in enterprise density, followed by the identification of specific constraints and the selection of appropriate support instruments.
