Comparative analysis of occupational safety culture in small enterprises of Uzbekistan by industry

Abstract

This article presents the results of a comparative analysis of occupational safety culture in small enterprises of Uzbekistan across different sectors. The study was conducted in 2023 – 2025 in enterprises operating in Kashkadarya region within three sectors: textile and confectionery, oil and gas services, and the service industry. Using the OSCI-UZ diagnostic index, a total of 33 employees were assessed through a comprehensive evaluation based on 7 key dimensions of safety culture. The results revealed that the lowest level of safety culture was observed in the oil and gas sector (50.6 points), while relatively higher levels were found in the textile and service sectors (58.0 points). Across all sectors, the weakest dimension was learning from incidents (38.5 – 44.7 points), whereas regulatory compliance showed the highest scores (61.7 – 68.5 points). Following improvement measures, an increase of 24.1% was recorded in the oil and gas sector and 19.8% in other sectors. Intersectoral differences were found to be associated with hazard levels, employee experience, and enterprise size.
